No hot water at all
If nothing heats, the unit is either not being asked for heat or not receiving it. We check the flow switch or DHW sensor that tells the unit a tap has opened, prove the control valve and actuator respond, and measure the primary flow temperature arriving at the flat. A closed lateral valve, a prepayment meter out of credit or a network at reduced temperature all give a resident with no hot water and a perfectly serviceable HIU.
